To open local html files with Surf as default application:

1. Right-click on the local html file and select "Open With" "Open With Other Application"
2. Select "use a Custom Command"
3. Enter "surf file:///" in the window and check the box "Use as default for this kind of file"
4. Double-click the local html file and Surf will open it.
